1954年４月出生，河北南宫人。1975年参加工作，1982年8月毕业于西南师范大学历史系，获历史学学士学位。1982年8月-1988年9月，在成都大学政治学系任教。1991年7月，毕业于中国人民大学党史系，获法学博士学位。1991年7月-2001年6月，在中国人民大学党史系当代中国政治教研室任教，历任讲师、副教授、教授、党史系副主任、总支书记。现为中国人民大学国际关系学院教授、中外政治制度专业博士研究生导师，中国人民大学党委统战部长，中国人民大学当代中国政党研究中心副主任，并兼任中国统战理论研究会政党理论研究基地负责人、第九届北京市政协委员、第十届北京市政协常委、全国统一战线理论研究会常务理事、北京市统一战线理论研究会副会长、北京市人民政协理论与实践研究会常务理事、中央社会主义学院兼职教授、北京社会主义学院兼职教授、兰州大学兼职教授、中央统战部《中国统一战线历史》编撰顾问。主要学术研究领域：政党和政党制度比较研究、中外政治制度研究，当代中国政治、中国政党、民主党派、统一战线研究等。主要讲授课程：政党政治研究、政党学、政党和政党制度比较研究、民主党派史、统一战线理论与实践、中国政党研究、民主党派史研究、当代中国政治研究、统一战线研究、政治文明和政党政治，政党政治和中国政党。主要著作：《政党和政党制度比较研究》、《中国青年党在大陆和台湾》、《三青团始末》、《1949，飘摇港岛》、《中国民主党派的历史和现状》、《中国民主促进会、中国致公党、九三学社、台湾民主自治同盟历史研究》、《世界政党执政兴衰成败研究》等。
